Sec. 01 — Why Now

The Localization Window Is Open

Saudi Arabia isn't only buying technology anymore. It's building the ability to make, localize and own it — and that shift is exactly what makes this the right moment to enter.

Local Content Weighting

Government procurement increasingly rewards local content. The Local Content & Government Procurement Authority applies minimum thresholds and weighted scoring across sectors, including security and technology.

Formal Tech-Transfer Pathways

Dedicated government mechanisms now exist specifically to identify localization and technology-transfer opportunities for the right foreign partners — not just to license their products, but to build with them.

Giga-Project Demand at Scale

PIF's own KAEC pipeline points to a domestic CCTV demand-supply gap of roughly 2.8 million units a year — one illustration of how far local supply lags giga-project demand across security and AI technologies.

Sec. 02 — How We Work

Three Ways We Work Together

Every engagement is built to align our incentives with your outcome — from a bounded assessment to a fully outsourced Saudi commercial organization.

Layer 01 · Market Intelligence

One-Time Charge

Layer 02 · Market Entry

Monthly Settlements

Fractional CCO, Saudi Arabia

We move from "we want to enter Saudi Arabia" to a named list of targets, partners and opportunities — then go and get them with you.

  • 10 target organizations identified & prioritized
  • 5 partner relationships developed

Aligned on the Win

For the opportunities we help you close, our upside is tied directly to yours. It's a structure most advisors won't offer, because most can't deliver on it.

Sec. 03 — Venture Studio

Saudi Technology Venture Studio

For select technologies, we go beyond advisory and co-build the Saudi commercial vehicle itself — a long-term partner in the business, not just its advisor.

We work primarily with technology SMEs from:

Leverage our deep industry knowledge to optimise your investment approach and safeguard your portfolio

For Investors

Technology Commercial Due Diligence

VCs, private equity firms and family offices increasingly need an independent, technically credible view of whether a security or AI technology company is actually valuable — and whether Saudi/GCC is a real opportunity or a slide in a deck.

Custom tier pricing, Investment varies upon scope

Select engagements include advisory equity, warrants or transaction fees.

Sec. 06 — How It Compounds

How a Relationship Compounds Over Time

Most engagements start narrow. The ones that work best don't stay that way.

  1. 01

    Market Assessment

We test whether your technology has a real Saudi opportunity before either of us commits further.

  2. 02

    Saudi Market Entry

Targets, partners and a commercial proposition, built around your specific technology.

  3. 03

    Pilot

A bounded, low-risk deployment with a real government or commercial buyer.

  4. 04

    Commercial Contract

The pilot converts into a signed, revenue-generating agreement.

  5. 05

    Saudi JV / Localization

Where it makes sense, we structure a local entity to meet content and localization requirements.

  6. 06

    Equity Participation

We take a position in the venture — our incentives now match yours for the long run.

  7. 07

    Long-Term Recurring Revenue

An ongoing Saudi commercial operation, not a one-time market entry.

Sec. 08 — About

Rida Hamza

Founder & Managing Director, VectraTek — thirty years turning global technology into Middle East and Africa commercial reality.

Rida has spent three decades across Honeywell, Thales, Parsons and NEOM — moving between technology vendor, systems integrator, major-program executive and government mega-project buyer. He holds a Ph.D. in Electrical Engineering and an MBA, and has sat on both sides of the procurement table: building products that had to win in Saudi Arabia, and running the programs that decided which foreign technologies made it in.

"I understand the technology, the customer, the procurement process and the integrator ecosystem — and how to turn an international technology into a commercially viable Saudi proposition."
